A major redevelopment project is officially underway in Central Elgin, as council approved a bold new vision and guiding principles Monday for the transformation of the former psychiatric hospital lands into a vibrant, mixed-use community.
Described by officials as a “forward-looking” and “inclusive” neighbourhood, the plan lays the foundation for a complete community that blends housing, jobs, green space, and commercial areas. The initiative marks the first formal step in creating a detailed planning framework for the site.
The move comes as Central Elgin prepares for substantial growth tied to the upcoming Volkswagen EV battery plant in St. Thomas—a $7 billion investment by the federal and provincial governments expected to generate 3,000 direct jobs and as many as 30,000 across the region.
With that kind of economic momentum, municipal leaders say now is the time to plan for the future.
Mayor Andrew Sloan emphasized the significance, stating, “This is an important moment for Central Elgin, laying the groundwork for a new, forward-looking community to meet the needs of a growing population and create a vibrant and inclusive community for generations to come.”
According to the approved vision statement, the new community will feature:
- A range of affordable, accessible housing for people of all ages
- A walkable main street with local businesses, shops, and services
- Parks, community facilities, and complete streets designed to support active transportation
- A development form that is transit-ready, climate resilient, and integrated with the natural landscape
- A commitment to environmental stewardship and green building standards
- Design elements that honour the area’s agricultural roots and historical significance
With council’s approval in place, the municipality will now begin the next phase: public engagement and the creation of a Directions Report.
This redevelopment is widely seen as one of the most transformative planning efforts in the region’s history.
