Elm Street will fully reopen to traffic as of 3 p.m. this afternoon. The City is reopening Elm Street from Sunset Drive to First Ave one day ahead of schedule. The reopening of Elm Street will also result in access to the St. Thomas Elgin General Hospital Emergency Department returning to the Elm Street entrance.
